JSC “Atomstroyexport” completed erection of the new vent stack of the II phase of Chernobyl NPP

The general view of "Shelter" facility of Chernobyl NPP has changed forever. JSC "Atomstroyexport", the company of State Corporation "Rosatom", together with the Ukrainian partners completed erection of the new vent stack over Unit No. 3 and "Shelter" facility of Chernobyl NPP (II phase of ChNPP). The vent stack towering over the "Shelter" facility and known to all will be dismantled within the nearest three years, disassembled and placed in a specialized burial place.

At the beginning of November, 2011 the preparatory work package was finalized for the roof of Unit 3 (elev. +71.00 m) for erection of the vent stack structures, the stack support edge weighing more than 40 tons was mounted. The new vent stack is a metal tower more than 50 meters high with the gas-escape stem of 6 meters in diameter located in the stack. The elevation of the new vent stack top is at the height of 125 meters.

JSC Atomstroyexport will become the general contractor for construction of a nuclear science and technology center in Vietnam

In November 21, 2011 in Hanoi (the Socialist Republic of Vietnam) the co-chairmen meeting of the Russian-Vietnamese Intergovernmental Committee on trade-and-economic and science-and-technical cooperation was successfully held. From the Russian side the first deputy chairman of the Russian Government, Igor Shuvalov, took part in the meeting, from the Vietnamese side – the deputy Prime-minister of Vietnam, Huang Chong Hai.

Within the frames of this meeting two Intergovernmental agreements were signed. Thus, the Ministry of Finance of Russia and Vietnam signed an agreement on granting of state credits for the first Vietnamese NPP construction under the Russian technology. The document was signed by the deputy Minister of finance of Russia, Sergey Storchak, and his Vietnamese partner, Chang Suan Ha. The contract for Feasibility Study development for NPP construction was also signed during the meeting. JSC Atomstroyexport, a company of the State Corporation Rosatom acts as the General contractor of the nuclear power plant construction.

In November, 19, 2011 in Amman (the Hashemite Kingdom of Jordan), in the Jordan Atomic Energy Commission (JAEC) the presentation of the Russian project on construction of the first national NPP was presented in conformity with the tender conditions. JSC Atomstroyexport (a Company of State Corporation Rosatom), as well as JSC Atomenergoproekt, JSC OKB Hydropress, Rosatom Fuel Company TVEL, JSC Concern Rosenergoatom and Federal Service for Ecological, Technological and Atomic Supervision of the Russian Federation took part in this event. Ambassador of the Russian Federation in Jordan, Mr. A. Kalugin, also attended this presentation.

The Contract Agreement Signed on Construction of the first Russia-Designed NPP in Belarus

Today, on October the 11th JSC "Atomstroyexport" (JSC ASE), the company of State Corporation "Rosatom", and the Public Enterprise “Directorate of Nuclear Power Plant Construction” (the Republic of Belarus) signed the Contract Agreement on construction of NPP Units 1&2 in the territory of the Republic of Belarus. From the customer’s side the Contract Agreement was signed by Michail Filimonov, Director of PE “Directorate of Nuclear Power Plant Construction”, from the construction general contractor’s side – by Alexander Glukhov, President of JSC "Atomstroyexport".

The Contract Agreement defines substantive provisions of the General Contract for the "turn-key" construction of NPP two power units of up to 2400 MW total capacity based on V-491 reactor facility. It is anticipated that the Belarusian nuclear power plant will be constructed on the terms and conditions of complete responsibility of the general contractor. AES-2006 design of JSC “St.-Petersburg Atomenergoproject” (SPbAEP) was chosen for construction of the first Belarusian NPP. Since 2004 SPbAEP has been directly involved in all work stages, starting from site selection, choice of technology and facility type, consideration and substantiation of environmental aspects and finishing with development of contractual appendices.

JSC Atomstroyexport has registered its branch in Turkey

The branch of JSC Atomstroyexport, a company of the State Corporation Rosatom, has been included into the trade register of legal entities in Turkey. The relevant registration certificate was issued on the 3d of October in 2011. JSC Atomstroyexport branch in the Republic of Turkey was opened in Eshilovadgik town of Mersin province. This step will allow the general contractor on Akkuyu NPP construction to optimize his activity on the territory of Turkey as well as to broaden the role in Akkuyu NPP implementation project directly on the construction site. The prospects for the nearest future include establishment of the required infrastructure and construction start of the building-installation base, auxiliary structures, inhabited area for NPP construction and operation personnel.

The branch of JSC Atomstroyexport has become the 12^th in the number of foreign companies representations and branches opened in 10 countries of the world.

JSC Atomstroyexport, NEK of Bulgaria and Worley Parsons have prepared a report on Belene NPP project stress-test

JSC Atomstroyexport, a company of State Corporation Rosatom and a general contractor of Belene NPP construction project, National Electrical Company (NEC) of Bulgaria and an architect-engineer (Worley Parsons) have prepared a report “Stress-tests of European NPPs after Fukushima events”. Belene NPP safety assessment.”

The report has been worked out jointly by the experts of the international company Worley Parsons (WP) and JSC ASE specialists. The basis for the report preparation was the Technical Design, Interim Safety Analysis Report (ISAR) and Probabilistic Safety Analysis Report (PSAR) of Belene NPP in part of the plant’s resistance to external natural impacts. When preparing the report, the abovementioned experts and specialists took into account the requirements of the Stress-Tests Meeting prepared on the basis of the proposals from Western European Nuclear Regulators Association (WENRA).

JSC Atomstroyexport has submitted a modern fire protection system of “Shelter” facility to be commissioned at Chernobylskaya NPP

In September 30, 2011 Chernobylskaya NPP confirmed the readiness of “Shelter” facility fire protection system to be commissioned. The system construction was performed under the management of JSC Atomstroyexport (JSC ASE), a company of the State Corporation Rosatom. The relevant Acceptance Certificate has been signed by the commission of SSE “Chernobylskaya NPP”. The developed system was delivered to commissioning 3 months earlier the scheduled date. Such objective has been achieved for the first time during the whole implementation period of SIP International Program – Action plan at “Shelter” facility, approved by G-7 nuclear security Working group and the Government of the Ukraine.

In compliance with the Ukrainian national construction regulations, standards and rules all the works specified in the design documentation were completed, systems and equipment were incorporated, installed and approved after necessary testing.

The Agreement on Belene NPP construction between Atomstroyexport JSC and NEK extended

SC Rosatom company Atomstroyexport JSC, the general contractor of Belene NPP construction, and Natsionalna Elektricheska Kompania EAD, NEK, Bulgaria, extended the validity period of the Agreement on Belene NPP construction.

On September 30, in Sofia the parties signed Amendment 14 to the Agreement on Belene NPP construction extending its effective period up to March 31, 2012 which proved their willingness to proceed with the project implementation.

On September 29 – October 1, the III International Nuclear Energy Exhibition and Conference “India Nuclear Energy 2011” is held at Mumbai (India). Atomstroyexport JSC participates in the exhibition as an integral part of SC “Rosatom” exposition. At present, the Exhibition India Nuclear Energy is one of the central events relating to the nuclear energy development not only in India, but also in the whole region. The event is organized with the assistance of Department of Atomic Energy Government of India, the Indian nuclear Society, the Indian Atomic Energy Commission Government of India and supported by various international organizations and companies.

Srikumar Banerjee, Chairman of the Atomic Energy Commission, Government of India, delivered a welcoming speech at the opening ceremony. After the official part he saw round the exhibition, attended the exposition of SC “Rosatom” companies including Atomstroyexport JSC stand, which represented the information about the project Kudankulam NPP: the first power unit completion and preparation for the construction of the second one. The information presented also covered company strategy and its contribution to the promotion of Russian advanced technologies in nuclear energy in the world market.

On September 19-23, Vienna (Austria) is hosting the 55^th IEAE General Conference. Among other conference bilateral meetings of paramount importance there were held discussions between Director General of ROSATOM Sergei Kirienko, Secretary of Department of Atomic Energy, Government of India Srikumar Banerjee, State Minister for Science and Information & Communication Technology, Government of Bangladesh Yafes Osman, Minister of Energy and Mineral Resources, Hashemite Kingdom of Jordan Haled Tukan, and President of Atomstroyexport JSC Alexander Glukhov. The discussions focused on issues pertaining to projects being currently in progress as well as on prospects of State Corporation Rosatom’s cooperation in the field of NPP construction with India, Bangladesh, and Jordan.

At present Atomstroyexport JSC is rendering technical support in construction of the 1^st phase of Kudankulam NPP in India, and September this year witnessed hot run tests of equipment at NPP Unit 1. Generally, near-term and mid-term plans envisage construction of minimum 16 power units in India under Russian designs. In Jordan Atomstroyexport JSC is participating in tender for construction of the 1^st national NPP. There are broad-scale prospects of cooperation between Russia and Bangladesh in the field of peaceful use of nuclear energy. Signing a relevant intergovernmental agreement on cooperation in construction of 2000 MW Ruppur NPP would foster the national nuclear engineering in Bangladesh.

Hot run completed at Kudankulam NPP constructed with technical support of JSC Atomstroyexport

With technical support of JSC Atomstroyexport (JSC ASE), a company of State Corporation Rosatom, Kudankulam NPP unit 1 (India) completed the hot run of the steam generating system. The hot run is one of the main stages of the unit commissioning which envisages the performance check in accordance with design requirements of the reactor plant equipment, safety essential systems and auxiliary process systems. The hot run has proved the design operation of the automatic process control system (APCS), the plant and power unit 1 auxiliary electrical equipment. Kudankulam NPP operating personnel is acquiring the skills for equipment and systems control in the modes of normal operation. All procedures and tests prior to the NPP power unit commissioning are carried out at a high technological level and with compliance to all necessary requirements, standards and rules in the nuclear power engineering.

With account of the hot run results, the Indian plant will have the second revision of the power unit 1 equipment – the check and assessment of the condition of the primary and secondary circuit main equipment and its preparation for the unit first criticality.

First power ceremony held at Bushehr NPP

At Bushehr NPP (Islamic Republic of Iran), constructed by Joint-Stock Company "Atomstroyexport", the company of State Corporation "Rosatom", synchronization and connection of the generator to the grid at 65 MW capacity level was performed. First kilowatts of electric power generated by Bushehr NPP were supplied to the power system of Iran. Tianwan NPP (PRC) constructed by JSC Atomstroyexport, the Company of the State Corporation Rosatom, generated 10 bln KW-h since the beginning of 2011. For the same period in 2010 the power generation at TNPP amounted to 9,8 bln KW-h.

For the period of 1.01 – 31.08.2011 units 1 and 2 of Tianwan NPP were distinguished by accident-free operation at the nominal power level and by the absence of unplanned shut-downs. High reliability of the plant is proved from the very beginning of its commercial operation. In August 2010 at the Symposium held in Lianyungang of those who took part in Tianwan NPP construction, the Chinese side declared: a record on the duration of non-stop operation within the first fuel cycle was made among the plants operated in China.

Atomstroyexport has submitted to the Jordan Atomic Energy Commission a financial proposal on NPP construction

On the 14^th of August in Amman (the Hashemite Kingdom of Jordan) JSC Atomstroyexport, Company of the State Corporation Rosatom, submitted a financial part of the tender proposal for NPP construction in Jordan to the customer – the Jordan Atomic Energy Commission (JAEC). The company’s financial proposal contains price calculations for the nuclear power plant construction. Two-stage submission of the tender proposal is JAEC’s requirement. Besides, pursuant to the tender terms the proposal is prepared in the format of EPC contract. Except JSC Atomstroyexport OJSC Atomenergoproject, OJSC OKB Hydropress, SRC Kurchatobsky institute, OJSC TVEL and a number of other key nuclear power engineering organizations took part in preparation of the Russian tender proposal.

According to the Jordan customer’s decision the ceremony of the tender proposals opening will be held in two months. It is expected that by the end of 2011 the Jordan Atomic Energy Commission will have completed expert estimation of the technical and commercial part of the participants’ tender proposals.

Atomstroyexport JSC has forwarded the Bulgarian customer a proposal on the extension of Belene NPP construction Agreement

Atomstroyexport JSC (company of State Corporation Rosatom ) has sent the National Electricity Company of Bulgaria (NEC EAD) a draft addendum No. 14 to the Belene NPP construction agreement between Atomstroyexport JSC and NEC EAD dated 29.11.06 that extends the latter until December 1, 2011. The draft addendum has been prepared in accordance with the roadmap of priority measures for the realization of the Belene project.

In his reply letter Michael Andonov, NEC EAD Director, assured that the draft document will be considered and turned over to the project consultant HSBC, the Bulgarian power holding EAD and the Ministry of economics, power engineering and tourism of Bulgaria for agreement. The Customer’s proposal on the addendum content shall come to Atomstroyexport JSC on August 15, 2011.
