The Russian JSC ASE EC Company is the General Contractor of Paks-2 NPP Project and belongs to the Rosatom State Corporation Engineering division. Since summer 2017, it has implemented viable procurement procedures for Paks-2 NPP equipment by virtue of the Atomkomplekt company that has been established to implement nuclear procurement procedures.
On June 30, 2017 a two-stage tender was announced to implement production and supply of the main and auxiliary equipment of the turbine room for 2 power units of 1200 MW each at Paks-2 NPP. This equipment is one of the kay components of the future Paks-2 NPP.
The tender documentation was uploaded in Russian and English on the official site of the RF nuclear procurements http://zakupki.rosatom.ru.The notification of the procurement was published in English at the specialized international sites, such as http://www.tendersinfo.com.php, www.tenderskhoj.com, www.infraline.com, www.globaltenders.htm, www.tendersinfogulf.com, www.neimagazine.com, www.powerglobaldata.com, www.cisbids.com.
According to the procurement documentation, two sets of turbine hall equipment, including the turbine generator and auxiliary equipment are to be supplied to Paks-2 NPP. The documentation includes all technical paratemets of the equipment, requirements to be met by the equipment manufacturer including the designing within the supplier’s scope of responsibility, manufacturing and consultation services during the equipment installation.
Procurement bids were submitted by 2 participants: JSC “Silovye mashiny” and GE Hungary Kft. as a leader of GE Hungary Kft. Consortium and Alstom Power Systems company.
On December 20, 2017, the 2-stage tender was finalized and followed up by the decision to award a contract to GE Hungary Kft. Consortium that was signed on December 31, 2017.
JSC ASE EC pays much attention to the work with suppliers. The tender system was generated on the basis of international rules. Foreign suppliers participate in the procurement in full parity with Russian companies including compliance with requirements that have to be met by procurement bidders. During the implementation of Paks-2 NPP project, all procurements are open and transparent in full compliance with the European Union standards and requirements of the contract signed between the parties including the possibility to appeal to European tribunals”, Valery Limarenko, JSC ASE EC President, pointed out.

For reference: JSC ASE EC, the General Contractor is engaged in construction of Paks-2 NPP on the basis of the EPC-Contract concluded in 2014 between JSC ASE EC and the Owner which is MVM Paks-2 NPP Hungarian design company. EPC-contract envisages designing, construction, commissioning and decommissioning of power units Nos. 5&6 of Paks-2 NPP each of them having capacity of 1200 Mw.
